As others have mentioned, rc.exe can be found under: C:\Program Files (x86)\Windows Kits\10\bin\<version>\x64 Its unlikely that this file is changing between versions but it would be important to choose x64 if you are compiling for 64 bit and x86 for 32 bit.

We hit this issue with our CMake/Visual Studio 2015 builds after also installing VS2017 on the machine. The correct solution in our case is to specify the Window Kit version (8.1) to the Visual Studio Command Prompt - otherwise you get the Windows 10 Kit by default which doesn't include rc.exe in the bin directory. e.g. Start Menu->Visual Studio 2015->VS2015 x64 Native Tools Command Prompt ...

Sounds like on dimadima's system, they are separate files, but /etc/rc.d/rc.local calls /etc/rc.local The symbolic link from /etc/rc.local to the 'real' one in /etc/rc.d can get lost if one moves rc.local to a backup directory and copies it back or creates it from scratch, not realizing the original one in /etc was just a symbolic link.
