Well, to my knowledge the best way to do this is to get a bunch of input voltage / output voltage values (in a .cvs for instance), and then to modelise that values by a function, using a software as for example LatisPro.
Can you specify the filter by providing a circuit diagram. I can explain the cut off frequency for a simple RC low pass filter and others already have but without knowing what filter you have in mind its difficult to be specific for your case.
If Altium is unable to find certain files (such as library files) on startup it will come up with a window saying xxxx.xxx could not be found and will be removed from the project. Are you getting any of these messages? If so, when the file is removed it modifies the project so it recognizes it as a change.

For the most part, it would be cheaper, faster, and safer to buy a 1 dollar usb car charger on ebay then it would trying to replace the 78l05 with a 7805. Or spare 5 bucks for the same charger at a retail store (Walgreens, CVS, etc).
